Background
United Nations Development Programme (UNDP) Tanzania invites applications from qualified Tanzanians to occupy the position of National Coordinator for the Climate Change Adaptation Project implemented by the Vice President’s Office (VPO). The incumbent will primarily be responsible for providing technical leadership and overall coordination for the project. S/he will be based in Dare es Salaam, reporting directly to the Director of Environment in the Vice President’s Office and working closely with UNDP, National Environment Management Council and the Ministry of Finance.
Duties and Responsibilities
Some of the duties and responsibilities include:
Direct the core project staff and orchestrate both human and technical resources for effective implementation of the project, ensure delivery of the monitoring plan and prepare regular reports on progress towards objectives for the Project. Provide oversight and coordination for implementation of project, including supervision of activities contracted to consultants, reviewing terms of reference studies and major reports, production of awareness materials, performing quality control, etc.
Provide technical and strategic assistance in the implementation of project activities, provide on-the-job capacity building support targeting the project component managers, and other counterparts involved in project implementation, Provide technical leadership in the process for transforming the institutional framework for climate change coordination in Tanzania.
Provide backstopping for the process for establishment of Tanzania climate fund. Preparation of Project Implementation Reports and Annual Project Report (PIR/APR), technical reports, quarterly financial reports for submission to UNDP and government partners as required.
Coordinate development of Monitoring and Evaluation strategy with a focus on impact indicators, means of verification and risk identification and mitigation. Develop, manage and oversee the core budget and annual work plans for the Project. Responsible for proper accounting, wise and strategic use of the funds, ensuring that expenditure stays within budget, and for overseeing preparation of regular financial reports following UNDP approved accounting standards and guidelines.

Given the complexity, technical and innovative nature of the project, the TC will require vast experience on working with senior government staff in key ministries and semi-autonomous organizations. Prior work experience at senior government position in Tanzania will be an advantage. In addition, extensive experience with project development, implementation and management at technical advisor level will be required and should have the following competencies:
Strong technical skills, confirmed experience as strategic thinker, communicator and motivator.
Proven experience in coordination of large scale projects including budget planning, financial management, monitoring and evaluation, with strong project management skills and experience in implementing and reporting on donor funded projects
Excellent negotiation, diplomacy and lobbying skills, and proven experience in facilitating dialogue with senior civil servants
The commitment and drive to achieve challenging goals, a problem-solving attitude is essential.
A self starter with the ability to work independently and where necessary delivering to short deadlines
Excellent interpersonal and teambuilding skills and ability to deal with multiple teams located in multiple locations.
Excellent oral and written communication and presentation skills in English and/or Kiswahili an advantage.
Required Skills and Experience
Qualifications and experience
The incumbent must have Masters Degree or higher in natural sciences with strong scientific background in climate change, natural resource management, project planning, implementation, monitoring and evaluation coupled with vast knowledge and experience in institutional capacity building.
A minimum of ten (10) years of post-graduate professional experience in high-level advocacy work in areas of climate change, environment or sustainable development with experience in the developing countries including East Africa and preferably Tanzania
A broad experience and knowledge of climate change adaptation and mitigation strategies.
Knowledge and experience in national financing mechanisms and institutional frameworks for climate change governance would be welcome.
Understanding of climate change and sustainable development challenges for developing countries, with the ability to work at local and national level in policy linkages and adaptation/mitigation priorities.
Strong spoken Swahili an added advantage
Duration of the Agreement
The Technical Coordinator will be contracted for the 3 years duration of the project. However, he will be on probation for the first year and upon successful delivery of the project activities the contract will be confirmed for the remaining period of the project.
Supervision and reporting
The TC will be hosted in the Vice President’s Office and accountable and report directly to the Director of Environment who is the chief executive of the project. TC will work closely with the project managers in VPO, NEMC and MoF. He will also develop close working relationship with the DNA focal point for UNFCCC in Tanzania. Similarly, TC will work closely with UNDP and other project implementing partners and donor (bilateral and multilateral), including governmental and non-governmental representatives.
The TC will work closely with the UNDP climate change specialist and head of the Energy and Environment practice area as a means of quality assurance in the project implementation and for technical backstopping where necessary.
TC will compile prepare quarterly technical progress reports and report to the Project Steering Committee. The coordinator will maintain a direct liaison with UNDP country office through the Climate Change Programme Specialist at UNDP. The TC will receive reports and feedback from the lead IPs for compilation prior to submission to the Director of Environment and UNDP.
The TC will also be responsible for developing evaluation plans and commissioning and using evaluations in accordance with the UNDP evaluation policy.
