Organizational Setting and Reporting
The post of Deputy Registrar is in the Office of the Registrar, Arusha, Tanzania
Responsibilities
Under the general supervision of the Registrar, the Deputy Registrar is responsible for advising the Registrar on general policy issues concerning the Tribunal, in particular with regard to the judicial support and related services, and in the event of absence of the Registrar, deputizes for him. The Deputy Registrar will assist the Registrar in discharging his judicial functions in accordance with Rule 33 of the Rules of Procedure and Evidence. These responsibilities shall be:
1. Administer and provide assistance to the Chambers and the Office of the Prosecutor on the performance of their functions.
2. Provide judicial support.
3. Being the regular channel of communication between the Tribunal and States or Organizations.
4. Maintain the archives of the Tribunal.
5. Supervise the Witnesses and Victims Support Section, pursuant to Rule 34 of the Rules of Procedure and Evidence.
6. File and distribute judgements, orders, requests, pleadings, and other official documents of the Tribunal.
7. Supervise the assignment and remuneration of defence counsel, and being the usual channel of communication between the latter and the Tribunal.
8. Supervise the activities of the Legal Library and Reference Section.
9. Ensure that information concerning the Tribunal is publicly available.
10. Maintain the Records Book and a summary of judicial activities.
11. Have custody of seals and stamps.
12. Certify copies of original documents issued by the Tribunal.
13. Supervise the activities of the Sections of the Judicial & Legal Services Division.
14. Exercise all other functions conferred on him/her by the Registrar.
Managing performance: Ability to provide direction to colleagues at various levels, delegate appropriate responsibility, accountability and decision-making authority; makes sure that roles, responsibility and reporting lines are clear to each staff member. Proven ability to provide strategic direction and ensure an effective work structure to maximize productivity and achieve goals.
Judgement/decision-making: Discretion and sound judgement, in resolving complex and/or sensitive issues, which are typically broad in scope, demonstrated ability to effectively and fully evaluate a situation or problem and propose an appropriate course of action.
Planning and organization: Demonstrated planning and organizational skills and ability coordinate the work of others, work to tight deadlines and handle multiple concurrent projects/activities.
Communication: Excellent communication (spoken, written, presentation) skills including ability to defend difficult issues and positions, proven analytical skills and ability to prepare reports with sound rationale, demonstrate openness in sharing information.
Education
Advanced university degree in Law or International Relations.
Work Experience
A minimum of fifteen (15) years of relevant working experience in national and/or international judicial system, in particular, extensive experience in court administration, including experience in dealing with cases extending beyond national boundaries.
OTHER DESIRABLE SKILLS
Strong knowledge of the Statute of the Tribunal, Rules of Procedure and Evidence, Detention Rules.
Languages
English and French are the working languages of the International Criminal Tribunal for Rwanda (ICTR). For the post advertised, fluency in oral and written English or French is required. Working knowledge of the other language would be an asset.
Assessment Method
Candidates will be assessed based on eligibility criteria and competency-based interview.
